Jackson State University appointed Kendrick Perkins as its first general manager for men's basketball, a role that did not exist in college sports three years ago. Perkins, who won an NBA championship with the 2008 Boston Celtics and currently appears on ESPN's *NBA Today*, will operate under head coach Mo Williams in a position that mirrors professional front offices more than traditional college athletic departments.

The move is part of a structural shift inside HBCU athletics. Jackson State's football program became the template in 2020 when Deion Sanders arrived with a four-person support staff that included a director of player personnel and a recruiting coordinator borrowed from NFL org charts. Williams, hired in March 2024, lobbied athletic director Ashley Robinson for a similar structure. Robinson approved the GM role in November. Perkins accepted last week. Perkins brings name recognition but limited front-office résumé. He played 15 NBA seasons and earned $58 million in career salary. Since retiring in 2018, he has worked exclusively in media. His public comments suggest the role involves transfer portal recruiting, NIL deal structuring, and donor cultivation—tasks that once belonged to assistant coaches and compliance officers but now require dedicated operators in the Name, Image, and Likeness economy. Jackson State has eight scholarship players currently rostered. Williams went 4-22 in his first season. The program's basketball budget is unconfirmed but believed to be under $2 million, roughly one-tenth of SEC peer schools.

The hire matters because it tests whether HBCU programs can compete for talent by importing corporate structure instead of dollar-for-dollar resources. Williams played 13 NBA seasons and made an All-Star team. Perkins played with Kevin Garnett and Rajon Rondo. Both have agent relationships and endorsement histories that could pull NIL collectives into Jackson, Mississippi. The school's proximity to Memphis and proximity to family-office wealth in Dallas and Houston creates plausible donor pipelines. Whether those pipelines activate depends on Perkins' ability to translate television visibility into signed transfer commitments and five-figure NIL deals for rotation players.

Other HBCUs are watching. North Carolina Central hired a director of basketball operations with a private-equity background in October. Howard University restructured its basketball staff last summer to include a GM-adjacent role titled senior advisor. Neither program used the "general manager" title explicitly. Jackson State did. That framing signals Williams and Robinson believe the NBA model—president of basketball operations, GM, head coach as three distinct roles—can scale down to a mid-major budget if the right personalities occupy the chairs.

Perkins' ESPN schedule remains unchanged. He will call games and appear on studio shows while managing Jackson State's roster from his phone and a Marriott near the Moda Center when the Trail Blazers host the Hawks on a Tuesday. The dual arrangement is not unprecedented—Jay Bilas consults for law firms, Seth Greenberg advises coaches privately—but it is rare for a newly created front-office role. Williams said in a statement that Perkins will attend "key games and recruiting events." Translation: he will not sit courtside for every SWAC road trip to Grambling.

The structure also creates ambiguity about decision-making authority. Williams remains head coach. Perkins is GM. Robinson is athletic director. In the NBA, those three roles have clear hierarchies: GMs report to team presidents, coaches report to GMs. College athletics traditionally inverts that: head coaches report to ADs, and everyone else reports to the head coach. Jackson State has not published an org chart. Interviews with Mississippi media suggest Perkins will "support" Williams rather than supervise him. That phrasing leaves open whether Perkins can veto a transfer target or redirect NIL dollars without Williams' approval.

If the experiment works, expect SEC and ACC programs to hire former players into GM roles by summer. If it fails, the structure collapses into redundancy and Perkins becomes a high-profile fundraiser with a title. Either outcome generates useful intelligence. Williams needs 12 new scholarship players to field a competitive roster next season. The transfer portal window opens April 16. Perkins has ten weeks to prove the model or confirm it was brand theater.
