Liberty University announced the hire of Peoples to complete its football coaching staff for the 2026 season, the final addition to a group that has remained largely intact since Hugh Freeze's departure in November 2022. The university did not specify Peoples' role, salary, or prior assignment in its official statement.

The timing matters more than the name. Liberty closed its coaching roster in mid-January, after the winter transfer portal window shut but before spring practice rosters lock. Programs operating with full staffs this early typically signal one of two things: either the coordinators are entrenched and the head coach wants no January drama, or the budget is tight enough that staff churn would require athletic department approvals the football office would rather avoid. Liberty fits both profiles. The Flames posted an 8-4 record in 2025 under Jamey Chadwell, their third head coach in four years, and operate in Conference USA on a $42 million athletic budget that ranks ninth in the league.

The Peoples hire closes a staff that added no lateral hires from Power Four programs this cycle. Liberty's last external coordinator hire was offensive coordinator Kent Austin in January 2024, who came from a high school role after four years away from college football. The defensive coordinator, linebackers coach, and special teams coordinator all returned from 2025 rosters without renegotiation. That continuity is unusual in a conference where five C-USA programs changed defensive coordinators this winter, three of them poaching from Group of Five programs with better recruiting footprints. Liberty stayed internal.

The phrase "completes the staff" also tells you what Liberty is NOT doing. No quality control promotions to on-field roles. No late-cycle defensive backs coach poached from a MAC program after spring rosters lock elsewhere. The Flames hired to fill a specific vacancy, likely a position coach who left for a lateral move that went unannounced because neither school saw upside in publicizing it. Programs that finish staff hires in January and lead with "completion" language are managing to headcount, not building for September.

Liberty's 2026 schedule includes road games at Virginia Tech, App State, and a November trip to Jacksonville State, the defending C-USA champion. The Flames return 16 starters but lost their top two receivers to the transfer portal in December. Peoples' actual role—whether he coaches wide receivers, tight ends, or slots into a support role—will clarify when spring rosters publish in February, but Liberty's decision to announce the hire without a title suggests the role itself is not a selling point for recruits or boosters.

Chadwell's contract runs through 2028 at $4 million per year, high for C-USA but half what Liberty paid Freeze in his final season. The athletic department operates with limited donor infrastructure compared to Sun Belt peers; Liberty's most recent public fundraising campaign, announced in 2023, targeted $60 million over five years for all sports facilities, not football alone. That budget reality shapes every January decision, including which assistants you replace and which vacancies you fill quietly.

The next visible staff move will come when Liberty publishes its spring roster in mid-February. If Peoples is listed as a position coach for a unit that returned its 2025 coach, that tells you someone left and the university chose not to announce the departure. If he appears in an off-field role, the "completion" language was aspirational. Either way, the 2026 coaching staff is set, and the portal math is finished.
